In a large pot, saute the ground beef. When it's nearly done, add the onions and garlic and saute until the meat is cooked and the onions are transparent. Add the spices and stir in well. Add tomatoes, chili beans, and seasonings. Bring to a boil, stirring occasionally. Reduce to a simmer, cover, and cook for 30 minutes.
If you want it thickened, mix 1/8 C of flour in about a half-cup of water and stir til it's a smooth, runny paste. Stir in with the chili and cook another 5 minutes.
Serve with corn bread.
